OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, May 20, 2002, in the Commissioner’s Conference Room, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Commissioners received word that Dr. Kenneth P. Ladd has been reappointed as a member of the Four County Alcohol, Drug Addiction and Mental health Services Board.  The appointment is effective July 1, 2002 through June 30, 2006.  The appointment comes from Governor Taft’s office.

 

 

D.        APPOINTMENTS

 

8:00 a.m.        Russ Herman, Chief Assistant Prosecuting Attorney, met with the Commissioners to review documents pending his review/approval.

 

8:30 a.m.        General Session

 

9:00 a.m.        Matt Cordonnier, Maumee Valley Planning, met with the Commissioners to review the applications submitted for the FY2002 Formula Program.  Seven entities have submitted requests for available funding totaling $201,761. 

 

Mark Center – Storm drainage improvements                              $57,940.00

Village of SherwoodCoy Road ditch reconstruction                 $23,000.00

Tiffin Township – VFW demolition                                                  $51,705.00

Ability Center – Handicapped accessible ramps                         $15,000.00

Farmer Township – Bridges/culverts                                              $20,356.00

Village of Hicksville – Waterline replacement in park area          $36,760.00

Milford Township – Paving of Beerbower Road                            $30,000.00

 

 

 

A total of $91,500 is available for Defiance County.  Another meeting will be scheduled with Matt Cordonnier to review the applications more in-depth.

 

9:30 a.m.        Gaylon Davis, County Engineer, met briefly with the Commissioners.    Rosedale Road bridge construction has begun this week.  He left construction information with the Commissioners showing that Ohio15 in the City of Defiance, from the south corporation line of Defiance to Ohio 18, and from Ohio 66 to the Ohio 15/18 intersection is having resurfacing done.  Traffic is being maintained in that area.  Also, a tile and catch basin installation is being completed on US 127 north of Ohio 249.  Defiance County ODOT is completing this work.  He also noted that he could find no discrepancies with the plat for the Parker annexation, scheduled for 10:00 a.m. this morning.

 

10:00 a.m.      A Public Hearing regarding the annexation of property to the City of Defiance was held at this time.  Steve Korhn, Agent for the Petitioners, Douglas E and Joanne Parker, who were present for the hearing.  Also in attendance were:  Marv Sebring and Ted Penner, Noble Township Trustees, and Troy Essex and Emily Newman, assistants to Steve Korhn.  The property, approximately 5.932 acres, is located in Noble Township.  The Board heard testimony from Mr. and Mrs. Parker and Ted Penner relative to the annexation before voting to approve.

10:20 a.m.      Commissioners requested Ron Mehring come in for a brief meeting regarding Job & Family Services’s collective bargaining agreement amendment.  At 10:32 a.m. Commissioners entered EXECUTIVE SESSION regarding Personnel (ORC 121.22(G)(1)).

EXECUTIVE SESSION ended at 10:59 a.m. 

 

11:00 a.m.      Commissioners attended a Workforce Development meeting at the Public Safety Services facility. 

 

1:00 p.m.        Stan Searing, Workforce Development Interim Director, met with the Commissioners with a WIA update regarding the audit held last month.  At 1:10 p.m., Commissioners entered EXECUTIVE SESSION regarding Confidential Matters (ORC 121.22(G)(5)).  

 

EXECUTIVE SESSION ended at 2:24 p.m.  Mr. Searing will set up appointments to meet with the Paulding County Commissioners and the Williams County Commissioners to review the audit information.

 

Deb Bloomfield brought the Commissioners up-to-date on the status of the county flag project.  She is handling the details concerning the sewing of the flag.  Each county in Ohio has been requested to send their county flag to the Statehouse where it will be flown in 2003. 

 

As Defiance County does not have a flag, a contest was held among the sixth grade students in Defiance County to design a county flag.  The sixth grade class at St. Mary’s Catholic school submitted various designs.  The design contest was also offered to county employees.  The ideas received will be incorporated into the final flag design.
